Corkscrew Grove Villages is a planned Alico, Inc. community on former citrus land near Corkscrew Road and State Road 82 in Collier County, where Collier, Lee and Hendry counties meet. On April 28, 2026, Collier County commissioners voted 5–0 to approve the first phase, Corkscrew Grove East Village, for up to 4,502 homes. A second, similar West Village is planned. Here is what the approval means for buyers around Estero.
What Was Approved
- Homes: up to 4,502 dwelling units, including 362 affordable homes for essential workers and at least 10% multi-family.
- Commercial: up to about 238,600 square feet of neighborhood retail and office, plus up to 100,000 square feet of self-storage.
- Civic uses: at least 45,020 square feet, with plans that include an elementary school, a sheriff’s substation, a fire station, parks and bike paths.
- Conservation: Alico has committed more than 6,000 acres to permanent conservation at no cost to taxpayers, and a land exchange opens a wildlife corridor for Florida panthers.
Timeline: When Could Homes Be Built?
Not soon. Alico says construction could begin in 2028 or 2029, once state and federal permits are in hand. WGCU reported that the timeline remains unclear because those approvals are still required. A West Village of similar size is planned, which would bring the two villages to roughly 9,000 homes over about 3,000 acres.
Why It Matters for Estero
Corkscrew Road is the main route between these villages and Estero, so residents would likely shop, work and fly out of the Estero area, with Coconut Point, Miromar Outlets, FGCU and Southwest Florida International Airport all reached by Corkscrew Road. Combined with Kingston in Lee County, Engage Estero projects that the east Corkscrew corridor could grow from about 22,000 residents today to more than 70,000 over the coming decade or more.
For today’s buyers, the practical takeaways are:
- Expect more traffic and road improvements along east Corkscrew Road over time.
- Expect more shopping, services and medical offices to follow the new rooftops.
- If you want a home now, established and newer communities such as Corkscrew Shores, The Place at Corkscrew, RiverCreek and Verdana Village are already built or selling.
The Environmental Debate
The project sits near important Florida panther habitat. Supporters point to the land exchange and conservation commitments; opponents who spoke at the hearing raised concerns about habitat fragmentation and more vehicles in panther territory. A wildlife underpass is already being built with the Florida Department of Transportation.
Corkscrew Grove vs. Kingston
Corkscrew Grove is often mentioned in the same breath as Kingston, Cameratta Companies’ master-planned community on east Corkscrew Road. They are separate projects in different counties at different stages:
| Corkscrew Grove East Village | Kingston | |
|---|---|---|
| Developer | Alico, Inc. | Cameratta Companies |
| County | Collier | Lee (Estero mailing addresses) |
| Homes approved or planned | Up to 4,502 in East Village; a West Village is also planned | Up to about 10,000 at build-out |
| Status in fall 2026 | Approved April 2026; earliest construction start about 2028-2029 per Alico | Under construction; model homes opened October 2026 |
| Conservation | More than 6,000 acres pledged across the project | Roughly 3,300 to 3,750 acres of preserve and flowway |

Roads and Traffic
Corkscrew Grove sits near Corkscrew Road and State Road 82, where Collier, Lee and Hendry counties meet. Corkscrew Road east of Alico Road is still a two-lane road in many stretches, and Lee County does not project widening between Alico Road and Verdana Village to start until about 2031. Together with Kingston’s thousands of planned homes, Corkscrew Grove will add pressure to the corridor over the next decade. Kingston is building a main road north to SR 82, which will give some traffic an alternate route. Expect road improvements and traffic to be a major topic as the project moves through permitting.
What It Means for Current Estero Owners
- More services over time. Large communities bring grocery stores, medical offices, restaurants and schools that also serve existing neighborhoods along Corkscrew Road.
- More competition for resales. New construction with builder incentives competes directly with resale homes in Verdana Village, The Place at Corkscrew and Corkscrew Shores.
- More traffic. Until widening catches up, peak-season commutes on Corkscrew Road will get longer.
- Long timelines. With construction not expected before 2028-2029, Corkscrew Grove will not affect the market much in the next two years.
What to Watch Next
- Environmental and state permits for East Village
- Any builder announcements and the first product types and price points
- Plans and approvals for the West Village
- Road agreements with Collier and Lee counties
- Commercial plans, including the roughly 238,600 square feet approved for East Village
Buying Near Corkscrew Grove Today
If you want to live in this part of Southwest Florida now, existing communities on Corkscrew Road offer homes you can move into today, from resales at Corkscrew Shores and The Place at Corkscrew to new and resale homes at Verdana Village and Kingston. Compare them in our guide to Corkscrew Road communities.
Will Corkscrew Grove Affect Home Values?
In the short term, very little. Homes will not be built for several years, and buyers today are comparing existing resales with active new construction like Verdana Village and Kingston. Over the longer term, large new communities tend to bring jobs, shopping and services that make an area more convenient, while adding new-home supply that competes with resales. Owners closer to I-75 and US-41 are likely to feel less competition than owners farther east on Corkscrew Road, where new construction will be most concentrated. If you are thinking about selling an east Corkscrew home in the next few years, listing before large new phases come online can reduce head-to-head competition with builders.
How Collier County’s Rural Lands Stewardship Program Shapes Corkscrew Grove
Corkscrew Grove Villages is being approved under Collier County’s Rural Lands Stewardship Area (RLSA) program, which lets landowners trade permanent land protection for the right to build compact towns. That is why the plan clusters homes into two compact villages of about 1,500 acres each, rather than spreading them across all of Alico’s land.
The RLSA plan was approved in 2002 and covers about 185,000 acres of eastern Collier County, according to Alico. Under the program, a village is designated as a Stewardship Receiving Area, or SRA, and uses stewardship credits earned by protecting land elsewhere.
Collier County’s April 28, 2026 hearing notice shows the East Village designation uses 11,703 stewardship credits. The notice places the site on the north and south sides of the SR 82 and Corkscrew Road intersection, on both sides of Corkscrew Road.
The Approved Housing Mix
The East Village approval sets minimums for different home types, so it will not be all single-family homes. According to the county’s resolution notice:
- Beyond the multi-family minimum, at least 10 percent of units must be single-family detached and at least 10 percent single-family attached or villa homes.
- Senior housing, including assisted living and continuing care retirement communities, is capped at 300 units.
- The neighborhood areas include 8.5 acres of amenity space, and all uses fall under a maximum PM peak-hour trip cap.
The approval also controls where non-residential uses go. All of the East Village’s retail, office, self-storage and civic space is concentrated in a Village Center context zone, while the Neighborhood General zones allow no commercial uses at all. In practice, most homes will sit on residential streets with shops and services clustered in one central core.
For buyers, the takeaway is variety. Expect villas, townhomes or apartments alongside detached homes, which can widen the price range once builders release product.
The Corkscrew Grove Stewardship District
Roads, water, sewer and conservation lands in Corkscrew Grove will be handled by an independent special district created by the Florida Legislature. Gov. Ron DeSantis signed House Bill 4041 on June 25, 2025, creating the Corkscrew Grove Stewardship District, according to Alico.
Alico says the district will build, operate and maintain community infrastructure, help finance it, and help restore and manage natural areas. A five-member Board of Supervisors oversees it, and it will partner with the Immokalee Water and Sewer District to deliver water and sewer service to residents.
What a Special District Can Mean for Your Costs
Special districts in Florida often fund infrastructure through annual assessments that appear on the property tax bill, similar to the CDD at Kingston. Alico’s announcement does not say whether Corkscrew Grove homes will carry district assessments or how much they would be.
Once builders begin selling, ask for the district’s budget and any assessment per lot in writing, along with HOA dues. Compare that total monthly cost with resales in established neighborhoods such as RiverCreek.
Permits Still Pending: SFWMD and the Army Corps
County approval was only one step. Alico has submitted permit applications to the South Florida Water Management District and the U.S. Army Corps of Engineers for both villages, and construction depends on those approvals, according to its June 2025 announcement.
These agencies review wetland impacts, stormwater design and effects on protected species. Given the nearby Florida panther habitat and the debate covered above, this review is where timelines are most likely to shift.
Until those permits are issued, no builder can break ground on homes. Watch for public notices from both agencies, since permit conditions on wetlands and wildlife can change lot counts, lake locations and road layouts before the first plat is recorded.
Collier Address, Estero Lifestyle
Corkscrew Grove sits in Collier County, so its residents will deal with Collier County government even though daily life may center on Estero. That affects a few practical things:
- Schools: assignments will come from Collier County Public Schools, not the School District of Lee County.
- Property taxes and exemptions: homestead applications go to the Collier County Property Appraiser.
- Permits and code rules: handled by Collier County, not the Village of Estero.
Shopping, dining and jobs at Coconut Point, Miromar Outlets and FGCU will still be a Corkscrew Road drive west. Owners in Estero who want to know where their home stands as this growth arrives can request a free Estero home value estimate.
