Flat Fee Listing in Clearwater, FL: Stellar MLS Exposure Without a Percentage Commission
From Clearwater Beach and Sand Key condos to Countryside and Morningside homes, list on Stellar MLS with a licensed broker for one flat listing fee, paid at closing.
This page is for Clearwater owners who want their home on the MLS with a licensed Florida broker, without handing over a percentage of the sale price. That includes a Gulf-view condo on Clearwater Beach or Sand Key, a 1950s block home in Skycrest, a pool home in Countryside, or a unit in On Top of the World off Belcher Road.
A flat fee listing means you pay one flat listing fee instead of a percentage commission. Nothing is due upfront, and the listing fee is paid at closing. Your home goes on Stellar MLS, the MLS Pinellas County agents search, and Sal DiBenedetto of The DiBe Group, brokered by eXp Realty, handles the work from pricing through closing.
Clearwater Real Estate Market Update
Clearwater is a balanced market that leans toward buyers. The median sale price over the past 12 months was $312,500, down 3.2% from the prior 12 months, across 1,358 sales (Momentum, October 2026). Homes are closing at about 92.6% of the asking price, with a median of 50 days on market, so most sellers negotiate. Condos made up 52% of sales, which pulls the citywide median down (Momentum, October 2026).
The beach is its own market. In ZIP 33767, which covers Clearwater Beach and Sand Key, the median sale was $742,250, up 4.0%, but homes took a median of 64 days and sold for 91.2% of asking (Momentum, October 2026). On the mainland, ZIP 33764 (Morningside and the southeast mainland) posted a $429,000 median with 4.9 months of supply (Momentum, October 2026).
| Measure | Clearwater figure | Source |

| Months of supply | 4.5 months | Momentum, Oct 2026 |
| Sale price vs. asking price | 92.6% | Momentum, Oct 2026 |
| Clearwater Beach / Sand Key (33767) median | $742,250 (+4.0%) | Momentum, Oct 2026 |

What a Flat Fee Means for a Clearwater Seller
| Example Clearwater property | Example price | 3% commission | 6% commission |
|---|---|---|---|
| Two-bedroom condo in On Top of the World (55+) | $175,000 | $5,250 | $10,500 |
| 1950s-60s block ranch in Skycrest | $380,000 | $11,400 | $22,800 |
| Pool home in Countryside | $620,000 | $18,600 | $37,200 |
| Clearwater Beach condo | $740,000 | $22,200 | $44,400 |
| Gulf-front condo on Sand Key | $1,280,000 | $38,400 | $76,800 |
Prices above are examples for illustration, not appraisals. A percentage commission rises with your price even when the work doesn’t. Marketing a $1.28 million Sand Key condo takes the same MLS entry, photos and showings as a $380,000 Skycrest ranch, yet the percentage cost is more than three times higher. With a flat fee listing, the listing side is one flat fee. Buyer-agent compensation is a separate decision you make and negotiate, as it has been since the 2024 NAR settlement.
Clearwater Seller Issues Buyers Will Ask About
Helene and Milton storm history
Hurricane Helene pushed water across the barrier islands in September 2024. The NOAA tide gauge at Clearwater Beach recorded 6.67 feet above mean higher high water, and the National Weather Service notes the gauges likely missed the peak (NWS Tampa Bay, 2024). Milton followed two weeks later. Buyers looking at Clearwater Beach, Island Estates, Sand Key and low streets along the Intracoastal will ask whether the home took water, what was repaired, and whether it was permitted. Have your answers, invoices and permit records ready before you list.
The 50% rule
The City of Clearwater enforces FEMA’s 50% rule in flood zones: repairs and improvements to a non-conforming structure must stay under 50% of its market value, work done in the past 12 months counts toward that total for homes below base flood elevation, and phasing a project to get around the cap is not allowed (City of Clearwater, June 2025). The city also requires a permit for repairs of $500 or more in flood hazard areas. Buyers’ lenders and insurers care about this. If your home was elevated, rebuilt, or received a substantial damage letter, expect questions and disclose what you know. Talk to a Florida real estate attorney about your disclosure duties.
Condo milestone inspections, SIRS and assessments
More than half of Clearwater sales are condos, and many beach towers were built before the mid-1990s. Florida law requires milestone inspections for condo buildings of three or more habitable stories at 30 years, and local officials may require them at 25 years within three miles of the coast. Structural Integrity Reserve Studies were due by December 31, 2025, and associations can no longer waive reserves for SIRS components on budgets adopted on or after January 1, 2025 (ShaneVAnderson.com, 2026). Resale buyers now get seven business days to review association documents, including the milestone summary and SIRS. Pull your association’s reports, budget and any assessment notices before listing so the buyer’s review period doesn’t surprise anyone.
Flood zones differ block by block
Much of inland Clearwater is outside the high-risk flood area. Every sampled address in Morningside Estates, Clubhouse Estates of Countryside and Westchester of Countryside was in Zone X (Momentum, October 2026). Beach and bayfront homes are a different story, with A-zone flood insurance requirements for buyers with mortgages. Share your elevation certificate, wind mitigation report and current insurance premium up front. That one step heads off a lot of renegotiation.
Getting a Clearwater Home Ready to Sell
- Gather storm records: Helene and Milton insurance claims, repair invoices, permits and final inspections.
- Order a wind mitigation report and a four-point inspection if your home is older; many Skycrest and Morningside homes date to the 1950s-70s.
- Find your elevation certificate, or check with the city or a surveyor if your home is in an A or V zone.
- Condo owners: request the milestone inspection summary, SIRS, current budget, rules and any special assessment notices from your association.
- For 55+ communities like On Top of the World, confirm the association’s buyer approval steps and timeline.
- Service the AC, clean the pool cage and screens, and fix roof leaks before photos.
- Rinse salt off railings, lanais and windows on beach properties; buyers notice corrosion.
- Check for open or expired permits on the Clearwater or Pinellas County permit portal.

Who Is Buying in Clearwater
Cash is common. About 59% of Clearwater sales in 2026 were cash, and on Clearwater Beach the cash share was 65% (Momentum, October 2026). That mix reflects retirees, second-home buyers from the Midwest and Northeast, Canadian snowbirds, and investors buying beach condos for personal use or rentals where the building allows it.
On the mainland, buyers include Tampa Bay commuters who want Countryside or Morningside neighborhoods and shorter drives across the Courtney Campbell or Bayside Bridge, plus first-time buyers looking at condos and older ranches under $300,000. That price band had the most inventory, at 262 active listings and 4.9 months of supply, while homes from $300,000 to $750,000 were seller-leaning with 2 to 2.5 months (Momentum, October 2026).

Clearwater Closing Costs for Sellers
- Documentary stamp tax on the deed: $0.70 per $100 of the sale price. On Clearwater’s $312,500 median, that’s $2,187.50; on a $742,250 beach sale, $5,195.75.
- Owner’s title insurance: in Pinellas County the seller customarily pays for the owner’s title policy and picks the closing agent (Barnes Walker; ShaneVAnderson.com, 2026). It’s a custom, not a law, so the contract can change it.
- Prorated property taxes: Pinellas County taxes are paid in arrears, so you credit the buyer for your share of the year through closing.
- HOA or condo estoppel letter: required for most Clearwater condos and HOA homes, plus any unpaid dues or assessments.
- Special assessments: condo assessments tied to milestone repairs or reserves are typically negotiated in the contract; settle who pays before you sign.
- Buyer-agent compensation: only if you agree to it in negotiation.

Pricing Strategy for Clearwater Homes
Price against your actual competition. A Sand Key condo competes with other units in the same tower and the towers next door, and those buildings can differ a lot on assessments, reserves and Helene damage. With Clearwater Beach homes selling at about 91% of asking and a median of 64 days (Momentum, October 2026), an aggressive list price mostly buys time on market.
On the mainland, the gap is narrower. Countryside and Morningside homes in Zone X with newer roofs have been moving quickly; some Countryside communities had median days on market in the teens (Momentum, October 2026). If your home has a 2020s roof, impact windows, or no flood insurance requirement, put that in the first line of the listing and price to the comps that share those features.
Best Time to Sell in Clearwater
Clearwater’s buyer traffic peaks from January through April, when snowbirds and winter visitors are in town and can tour condos and 55+ communities in person. Listing in late December or January puts your home in front of that crowd. Summer brings more local and relocation buyers but also hurricane season, when insurance binding can pause during a named storm. Fall listings face the most caution from buyers after 2024, so good storm records matter more then. Talk to Sal about the timing that fits your home and your plans.

Clearwater Flat Fee Listing FAQ
Which MLS will my Clearwater home be listed on?
Clearwater and all of Pinellas County are covered by Stellar MLS, so that is where your home will be listed. From Stellar the listing syndicates to the major home search sites that buyers and their agents use.
Who pays for owner’s title insurance when I sell in Clearwater?
In Pinellas County the seller customarily pays for the owner’s title policy and chooses the closing agent. That is a local custom, not a law, and the purchase contract can assign it differently. Ask a Florida real estate attorney if you have questions about your contract.
My Clearwater Beach condo building is doing milestone repairs. Can I still sell?
Yes. Buyers will receive the milestone inspection summary and SIRS with the association documents and get seven business days to review them, so disclose known or pending assessments up front. The contract should spell out who pays any assessment that is levied before closing.
My home took water during Helene. What do I need before listing?
Gather your insurance claim, repair invoices, permits and final inspections, plus your elevation certificate if you have one. In Clearwater flood zones the city applies FEMA’s 50% rule, so buyers and lenders will ask how repairs were handled. Talk to a Florida real estate attorney about what you must disclose.
Can you list a condo in a 55+ community like On Top of the World?
Yes. Age-restricted communities in Clearwater list on Stellar MLS like any other home. We’ll confirm the association’s buyer approval process early so the closing timeline accounts for it.
